This is a very simple electronic ciruit and only needs a soldering iron + a voltmeter to build / test it. You don't need a microprocessor driven IR receiver thingy to decode the keyboard with. In fact, I would doubt that something like that would even work at all. Most of what I've seen of those PIC processor IR receivers seem to have too much intelligence for something as simple as this keyboard interface.
I would suggest that you build the interface, build the lirc_serial driver, install the lirc_serial, then run mode2 (or xmode2) to test your keyboard interface board. So, although an oscilloscope is a darn nice thing to have, you won't need it here (although Logic Probes are very cheap ;)
